1) Глупости. Наличие 5 подписей увеличивает ответственность за убийства, т.к. убийство было заказано организованной преступной группой.

2) Хорошо же "смягчение" репрессий, если были организованы несколько террористических кампаний, унёсших жизнь более 10 млн людей.
